A student driver and his instructor were killed in a Monday afternoon crash in LucasCounty.   The highway patrol investigated the accident at 2:29pm Monday in WatervilleTownship, on the Neapolis-Waterville Road.  16 year old Joseph Franks of Swanton was southbound on Heller road, with 48 year old Thomas Smith of Whitehouse a passenger.  Franks failed to stop at the intersection, and his vehicle was struck by a van driven by 48 year old Kathleen Woods of Swanton.  Joseph Franks and Thomas Smith both sustained critical injuries; and were pronounced dead at the scene.  Kathleen Woods was transported to St. Luke’s Hospital for treatment.  It’s believed Franks was a student at EvergreenHigh School; while Thomas Smith was an instructor for KeyDrivingSchool.
